It's a gathering of people who enjoy dressing up as their favorite characters from a variety of fiction, such as comics, cartoons, anime, manga and movies.
Who is the Hijabi Hooligan?
I don't really know (great researcher, I know) she calls herself Dan, her alias is The Hijabi Hooligan and she is from the North East of England.
The Hijabi Hooligan makes her own intricately designed costumes and shows them off on her popular Facebook page as well as cosplaying at events she attends.
Who has she Cosplayed?
Most recently, she cosplayed as Captain America. She wields a painted circular corrugated cardboard shield.
She Cosplayed as an archer called Nightingale who wears all black and uses a tree branch as an arrow, Effective? Probably not but looks cool nonetheless.
